Debbie Bailey

Dear fellow PMC Members, I am running to serve our community, and ensure your assessments are used responsibly, with a commitment to accountability, transparency, and long-term sustainability. While preserving and strengthening the amenities outlined in our CC&Rs for the benefit of all members, I also recognize that many of us chose Pine Mountain Club for its peaceful, nature-filled, and affordable lifestyle, away from the hustle and bustle of the city. We must listen to all voices and remain focused on keeping PMC affordable, because our property values, and our community, depend on it. (Read More)

As a homeowner in PMC since 2009, I care deeply about preserving both the financial stability of our community and the quality of life that makes it special. I believe we can maintain our amenities without placing unnecessary financial burden on members, but it requires thoughtful oversight and responsible decision-making.

Within PMC, I have served on the Budget & Finance Committee and the Governing Documents Committee. I have also served as President, Treasurer, and Secretary of the PMC Commercial Property Owners Association (PMC-CPOA), helping lead major community events such as Wine in the Pines and the Lilac Festival. Outside of PMC, I served as a PTA President in Bakersfield and hold a Bachelor’s degree in Business Management, an MBA, and a Teaching Credential.

I bring a strong professional background that combines education, business, and real estate. I have been a high school teacher for over 15 years (retiring this June), previously served as a college professor, and currently work in real estate (since 2017) and residential lending (since 2024). I am also a commissioned Notary Public, which further supports my attention to detail and understanding of legal and financial documents. This background gives me a practical understanding of property values, budgeting, and the real financial impact decisions have on homeowners.

I have also served as a seasonal firefighter with both the Forest Service and Bureau of Land Management on engine and helitack crews, where I gained firsthand experience in fire safety and risk management, an essential priority for our mountain community.

As a wife and mother, I value the importance of community, safety, and creating a place where families can thrive. I also actively enjoy the amenities PMC offers, from golf, tennis, and pickleball to the pool, clubhouse dining, and time spent at the equestrian center when my children were younger.

If elected, my priorities will be:

  • Protecting affordability and preventing unnecessary financial strain on members.
  • Ensuring responsible management of amenities so they remain available to members, without creating unreasonable ongoing financial losses.
  • Increasing transparency and accountability in Board decisions.
  • Prioritizing fire safety and infrastructure to protect our homes and community.

PMC is a unique and special place. I am committed to making balanced, responsible decisions that reflect the best interests of all members.

I would be honored to earn your vote.

Debbie Bailey
Candidate, Board of Directors
Pine Mountain Club Property Owners Association

James (Jim) Dickson III

James (Jim) Dickson III

I am submitting my candidacy for the Board of Directors of the Pine Mountain Club Property Owners Association. My platform philosophy is that of a commitment to disciplined governance, financial oversight, and long-term community stability.

I bring over 24 years of law enforcement experience, including the past six years serving as the Commanding Officer of a specialized Homicide Unit, where I oversee twenty six detectives responsible for complex and high-stakes investigations. In this capacity I have developed a reputation for detailed case management, accountability, and results driven leadership. (Read More)

Earlier in life, I served as a Marine Corps Officer, where I developed the leadership principles, discipline, and commitment to service that continue to guide me today. This foundation has served me well throughout my career, driving me to implement Department-wide improvements within the Los Angeles Police Department that have enhanced operational efficiency, reduced redundancies, and saved both time and public resources. These efforts required a deep understanding of large-scale budgeting, resource allocation, organizational restructuring, and the leveraging of technology as a force multiplier.

I hold degrees in Finance and Political Science from Texas A&M University, providing a strong academic foundation in both fiscal management and public policy. In addition, I served for two years on the FBI’s White Collar Crime Task Force, where I worked on investigations involving fraud and financial crimes. This experience has given me a trained eye for identifying irregularities, ensuring accountability, and safeguarding against misuse of funds—an area where strong oversight is essential. As a result, I am well-equipped to evaluate financial performance, identify inefficiencies, and provide critical oversight of expenditures—skills directly applicable to the governance of Pine Mountain Club.

Beyond my professional background, I have a deep personal connection to Pine Mountain Club. I have been a property owner and member of this community since 2013. This community represents a place of peace, natural beauty, and balance, and I value what it offers to all who live here. I am also passionate about the equestrian lifestyle; I worked as a ranch hand in Tennessee for two years on an active cattle ranch, using horses daily. That experience shaped my appreciation for land stewardship, responsibility, and the traditions that are part of communities like ours.

My approach to serving Pine Mountain Club is grounded in ensuring accountability for both fiscal decisions and operational efficiency, providing strong oversight to prevent fraud and mismanagement, and advocacy for Member representation – particularly on significant expenditures and major community decisions. I believe Pine Mountain Club benefits from leadership that is objective, informed, transparent, and committed to representing the interests of the entire community.

I am committed to preserving what makes Pine Mountain Club unique while ensuring it is managed responsibly for current and future members. I would be honored to serve and to bring disciplined leadership, financial insight, and a strong sense of accountability to the Board.

Tom Ceglia

Tom Ceglia

I'm proud to call Pine Mountain Club my home, and I'm committed to helping ensure it remains a place that is affordable, well-managed, and enjoyable for everyone who lives here.

I bring over 40 years of experience in the special effects industry, including working as a licensed pyrotechnics professional and business owner. For more than 30 years, I've successfully owned and operated my business, which has required strong oversight, disciplined budgeting, and the ability to make practical decisions that keep operations running efficiently. I understand what it takes to manage resources, control costs, and deliver results, and I believe those same principles are essential for effective leadership on our board. (Read More)

My approach is grounded in fiscal responsibility. I believe Pine Mountain Club must remain affordable and equitable for all members, and that we have an obligation to be thoughtful and accountable in how we spend association funds. We should focus on properly maintaining what we have, making improvements where they make sense, and avoiding large, poorly planned projects that risk wasting member resources without delivering real value.

Our amenities are an important part of what makes this community special. As a previous horse owner and an avid golfer, I personally use and appreciate what Pine Mountain Club has to offer. At the same time, I believe these amenities must be managed efficiently, with strong oversight, so they remain assets to the community, not financial liabilities. Where facilities cannot be maintained effectively, we should evaluate practical, cost-effective solutions that benefit the entire membership.

I am also committed to open communication and greater member involvement. I believe major decisions- especially those involving significant expenditures or long-term direction-should reflect the community's voice. Members deserve a meaningful role in shaping the future of Pine Mountain Club, and I will support efforts to expand transparency and create opportunities for broader input.

Pine Mountain Club is not just where I live, but it's where I've chosen to invest my time and future. I care deeply about this community and want to help ensure it is managed responsibly, sustainably, and in a way that serves all members.

If elected, I will bring a practical, experienced, and balanced approach to the Board, with a focus on accountability, sound decision-making, and doing what is best for the entire community.

Mark Blethen

Pine Mountain Club is a special and valuable community requiring careful stewardship to preserve and protect its unique qualities. And it is for that reason that I have chosen to run for a seat on the PMCPOA Board of Directors.

My wife and I purchased our mountain retreat here in PMC in 2024. However, my family first built a home here in 1974 and we have long wanted to have our own place here in the club.

Having recently retired from a 40-year career in education, I now have the time and energy to devote to service and giving back to the community. I can think of no community more deserving and better to serve than PMC, from which I have received so much enjoyment and so many wonderful experiences over the last 50 years. (Read More)

In addition to my duties as a professor and intercollegiate coach, I served for a number of years as the president of a local faculty association with over 2500 members, a multimillion dollar annual budget, as well as an executive board of officers and various committees for which I was responsible.

My belief is that the board of directors for PMC has a mandate to preserve and protect the long-term health and viability of the association through oversight of the management team and adherence to the association’s policies and governing laws. As such, I come to this endeavor with no preconceived ideas or agendas. Rather, my intent would be to represent all members. Our association has a diverse membership with a wide array of uses for their properties and PMC’s amenities. We have full-time residents who may be retired or are still working, part-time residents who visit frequently or rarely, property owners who may or may not build homes in the future, as well as members who secure rental income from their properties. Each of these groups requires, and is entitled to, representation from our board of directors. Our association also has an important relationship with the business members within our village. That partnership should be fostered for the betterment of both entities.

As a member of the board, and as a steward of this community, I would hope to learn from all these constituent groups and represent them fairly within our association so that all voices are heard.

So, I humbly ask for your support and your vote to be your representative on the PMC Property Owners Association Board of Directors in the upcoming election.

My sincerest thanks,

Mark Blethen

"Our platform IS NOT to remove any of the amenities currently enjoyed and mandated by our CC&R's, but to manage them better, together."
